Notice Regarding Access, Service, and Management of Restricted and Sealed Documents

The Administrative Office of the U.S. Courts has directed the district courts to implement new procedures for the storage and management of sealed documents. Consistent with that direction, on Wednesday, September 24, 2025, the court issued General Order 25-004, removing electronic access to restricted and sealed documents. As set forth in the order, restricted and sealed documents will continue to be filed in CM/ECF under existing procedures. However, because sealed documents and most restricted documents filed in CM/ECF are no longer accessible or viewable in CM/ECF, service of those documents cannot be accomplished through CM/ECF. Therefore, the parties must serve restricted and sealed documents by other appropriate means as provided in the Federal Rules of Procedure. The court will serve court-generated restricted and sealed orders and other documents in paper by mail until further notice. For more information, see General Order 25-004.
