On October 20, 2025, federal courts enter Phase 2 of the Government Shutdown. This means that all federal courts will no longer have funding to sustain full, paid operations. During Phase 2, federal courts will maintain limited operations necessary to perform the Judiciary’s constitutional functions. Under the Constitution, federal judges continue to serve, but court staff may only perform excepted activities permitted under the Anti-Deficiency Act, 31 U.S.C. § 1341 et. seq.
During Phase 2, the United States District Court for the District of Utah remains open, but judicial operations may be affected. Attorneys, jurors, and litigants should continue to report as directed as the district court will continue to hear and decide both criminal and civil cases. The Court’s Case Management/Electronic Case Files (CM/ECF) is unaffected. Additionally, court staff will continue to accept and timely process all criminal and civil filings, oversee the regular administration of jury and grand jury systems, and collect and deposit fees and costs into the Treasury.
