On Sunday, May 11, 2025, the Administrative Office of the U.S. Courts began implementing multifactor authentication (MFA) to enhance system security for CM/ECF and PACER.  CM/ECF users should enroll in MFA at their earliest convenience to preserve uninterrupted access and avoid missing filing deadlines. Users who do not voluntarily enroll in MFA will be randomly selected for mandatory enrollment starting in August 2025.  All CM/ECF users must be enrolled in MFA to maintain system access by December 31, 2025.  MFA enrollment will be optional for PACER-only access. The December 1, 2024 amendments to the court's Local Rules of Practice are now effective, as outlined in General Order 24-003. The changes include the addition of new rules, renumbered rules, and rule eliminations and suspensions, all aimed at improving practice in the District of Utah. Electronic copies of the updated Local Rules can be accessed on the court's website.

Additionally, a new Pilot Program has been launched for criminal filings. The Pilot Program, described in General Order 24-004, aims to enhance electronic access to criminal case filings for relevant parties, ensuring greater transparency. Because some rules have been renumbered, eliminated, or suspended, it is crucial to review General Order 24-004, the current Presumptive Access Level List, and the Criminal Local Rules carefully before preparing or filing documents in criminal cases.
